As stated above, the page refreshes every 25 seconds with a new picture. Note: If this is not happening, the camera is turned off or your browser settings are not set right. 

Check you browser settings to make sure it checks for a new information every time it refreshes. You can find this, for IE, under "Internet Options > Temp File Settings" on your browser. Netscape 6 always finds the latest information.
